What mean of carburetor size 18mm ?

How does the starter lever on the vm18 mikuni carb work, as in up or down is the choke and normal run once the bike starts. this is on a 1977 Harley D. Thanks
When the lever is down, the choke is on (for starting). Once the engine is running, lift up on the lever to turn off the choke (enricher circuit)

What are the brass pegs for on either side one next to the screw and one on the other side?
Those are atmospheric vents.
