does this choke need a bracket to mount to the carb
Yes. This assembly threads directly into the body of the HSR series carburetors.

Looking for the threaded plug only. Is that a optional part to buy? Or do i have to order complete assembly?
The choke nut is available on its own if you are running a cable operated choke: http://www.nichecycle.com/ncs/categories/carburetor/replacement-parts/640-12001-holder-by-mikuni.html

Does this choke stay open by itself? I'm replacing one that does and just want to confirm.
Yes, the choke remains on/up, until it is manually closed.
